In 2008, OFCF Cabinet Council prioritized family engagement to determine effective methods for strengthening family engagement in Ohio. OFCF conducted interviews and focus groups with parents, parent associations, state leaders, and other key stakeholders across the state to assess current family engagement efforts. In addition, OFCF conducted an inventory of each OFCF Cabinet agency to reveal the level of investment in family engagement. Both the research and the inventory revealed that Ohio is "rich" in resources to support families, but "poor" in the coordination of such resources; and thus duplication and gaps exist.
In 2009, the OFCF Cabinet Council created a cross-system Family Engagement Steering Committee consisting of parents, parent advocates, parent associations and organizations, key external stakeholders, and state representatives. The OFCF Family Engagement Steering Committee was charged with aligning, coordinating, and consolidating parent/family engagement resources, policies, services, and efforts among OFCF Cabinet agencies.
The Steering Committee concluded with the development of a White Paper and the Red Treehouse website.
